What is ECC Romania and when was it established?

On January 1, 2008, the European Consumer Center from Romania – ECC Romania joined the ECC-Net network to support EU citizens in the field of cross-border purchases. Our role is to offer free legal advice in cross-border trade issues and to try to amicably resolve the complaints we receive from Romanian consumers, but also from other member states

What can ECC Romania do?

Information: can give advice to consumers about their rights or practical information when traveling across the EU – from renting a car, booking a package holiday or flight, to ordering products online.

Support in resolving a complaint: when consumers have a complaint against a trader from another member state, ECC Romania can cooperate with other Centers in ECC-Net to find an amicable solution to the problems encountered.

Consulting: if an amicable settlement is not possible, ECC Romania can offer advice on the way forward - alternative means of dispute resolution, the European Procedure for Small Claims (under 5.000 euros), the European Procedure for Summons of Payment or another organism.

Consumer complaints against EU companies can only be taken if they are residents or citizens of an EU member state (plus Norway and Iceland) and if EU law is applicable.

What can't ECC Romania do?

  • It cannot oblige the merchant to accept the amicable settlement of the dispute
  • Cannot legally represent consumers (eg in court)
  • He cannot take the complaint if the trader's registered office is in the consumer's state of residence
  • He cannot intervene if the trader is based outside the EU (for example in China, Canada or the USA)

What other activities does ECC Romania carry out?

It cooperates with the other established networks at the EU level that provides essential information on the European Union, national legislation and judicial practice, such as the European Judicial Network, SOLVIT and FIN-NET. The European Judicial Network aims to improve the implementation of civil and commercial legislation, SOLVIT deals with problems arising from the misapplication of Internal Market rules, and FIN-NET is an extrajudicial network for financial services.

Offer to the European Commission direct information on topics of interest to consumers and views on consumer protection policy.

Performs, together with the other Centers in ECC-Net, cross-border comparisons targeting issues of interest to consumers, such as prices, legislation, etc.

How is ECC Romania financed?

ECC Romania is co-financed by the European Commission and the Government of Romania, through the National Authority for Consumer Protection. ECC Romania operates within the National Authority for Consumer Protection.
