DGL Larex

Within the structure of the Authority, the Directorate General for Larex Laboratories (DGL Larex), which includes the laboratories taken over from the National Centre for the Testing and Expertise of Products "Larex", the Laboratory for Quality Analysis of Wines and Alcoholic Beverages and the Laboratory for Precious Stones, Kimberley Process and Precious Metals Testing, is subordinate to the President of the ANPC.
DGL Larex performs the following tasks:

 

  • Performs testing required to obtain manufacturing licences for food products;
  • It carries out expertise in order to solve problems of customs classification, to establish quality and safety parameters for products to be used by the general directorates of public finance, to characterise products subject to investigations by the National Tax Administration Agency, the Ministry of Internal Affairs or other institutions, as well as expertise in cases of dispute concerning product parameters;
  • Carries out, at the request of natural or legal persons, tests and certifications of products manufactured in the country or imported, under the conditions agreed between the parties, on the basis of tariffs;
  • Carries out, at the request of natural or legal persons, studies and tests on packaging materials and packaging of products, as well as for other types of products that come into contact with food, on a fee basis;
  • On the basis of its own data on products that may affect life, health of consumers or the environment, it proposes regulations on the limits of the admissible values of the parameters of these products.

Performs a wide range of tests/experiments for food and non-food products priced according to Order No 311 of 13 July 2020 on the establishment of tariffs for the provision of certain services by the staff of the General Directorate of Larex Laboratories of the National Authority for Consumer Protection, at the request of interested natural and legal persons.

The preventive component of the certification process supports contractors and managers by establishing corrective and preventive actions in order to eliminate non-conformities through regular surveillance of certified products/services.
Among the effects of certification can be mentioned: the possibility of quick and efficient internal control, reduction of financial losses, informing the provider/producer about legal provisions, continuous improvement of product/service quality.
LAREX CERT is based on the following principles: impartiality; professional competence of the staff involved; full confidentiality of all information and data provided; transparency and access to information; responsiveness to appeals and complaints.

 

DGL LAREX through LAREX CERT, following the conformity assessment of the products/services, grants the licence to use the certification mark and certificate of conformity for each certified product/service, documents cthat entitle the certification holder to use a certification mark.

Product/service certification increases consumer confidence in quality, ensures transparency to consumers and authorities and has a preventive component by identifying and eliminating the causes of non-conformity.


Product conformity certification ensures that the product to be placed on the market meets the requirements specified in the legal regulations and gives confidence to stakeholders (consumers, authorities, customers/distributors/producers) that the product complies with the specified requirements (e.g. performance, health, safety, environmental protection, etc.).

Service conformity certification ensures continuous improvement of service quality, identification of weaknesses in the service delivery chain, transparency of the service delivery process, efficient use of resources and staff.
